Krupp's shown to be not very bright, even as a principal, and has always been a bully. However, there are still times where he is somewhat decent, though it's usually because it would benefit him, such as when he allowed the students and faculty of Jerome Horwitz Elementary School to go to space so he could have a chance to outshine his high school rival.
